In recent years, the occupational certification system for health management professionals in China has undergone significant reforms, especially highlighted by policy shifts in 2020. The issuance framework of the Health Management Professional certificate has transitioned from a government-led model to a more market-oriented and skill-based evaluation system. This transformation reflects broader national efforts to streamline administrative functions and empower industries to take greater responsibility in talent assessment. Under the new system, the Ministry of Human Resources and Social Security no longer directly administers the certification exam; instead, it delegates authority to qualified enterprises, vocational training institutions, and industry associations to conduct skill level evaluations.
