While still used for exercise, it can carry a slightly deeper implication of strengthening or hardening. It’s less commonly used than 锻炼, however.

In Practice:

In most everyday conversations, you will be perfectly understood using 锻炼. If you’re unsure which to use, 锻炼 is the saferand more versatile choice.

However, if you want to emphasize the process of refining or strengthening through effort, then 锻练 can be the more appropriate choice.
