In 2020, the assessment and issuance of the Health Management Certificate in China transitioned significantly due to policy adjustments. The responsibility for organizing the examination and granting the certificate was managed by the Ministry of Human Resources and Social Security (MOHRSS), in collaboration with the National Health Commission (NHC). However, starting in 2020, the government implemented a reform shifting the certification from an administrative qualification to a vocational skills level certification. As part of this reform, the actual assessment and certification process was delegated to third-party vocational skills evaluation institutions approved by the MOHRSS, rather than being directly administered by government agencies. This change aimed to promote market-oriented talent evaluation and enhance the practical competencies of health management professionals. Therefore, while policy guidance and supervision remained under the purview of the MOHRSS and NHC, the operational execution of testing and credentialing was carried out by authorized professional organizations.
