Who Is Responsible for Certifying Health Management Professionals in Mainland China?
In Mainland China, the certification of health management professionals is primarily overseen by the National Health Commission (NHC) in collaboration with authorized vocational qualification assessment institutions. Since 2019, following reforms in the national occupational qualification system, the responsibility for certifying health management professionals has shifted from direct government administration to a skills-based evaluation model led by qualified third-party organizations approved by the Ministry of Human Resources and Social Security. These organizations conduct standardized assessments based on national occupational skill standards. Individuals who meet the training and experience requirements can take examinations to obtain the Health Management Professional (Jiankang Guanliyuan) vocational skill certificate, which validates their competence in areas such as health risk assessment, chronic disease management, and preventive care. While the government no longer issues the certificates directly, it continues to regulate the process, ensuring consistency, fairness, and professional integrity across the certification system.
